O grande erro de Samuelson


In a recent paper historians of economic thought David M. Levy and Sandra J. Peart show that [Paul] Samuelson and other American economics textbook authors of the 1960s and 1970s kept forecasting rapid Soviet growth through their books’ successive editions, even while their own updated numbers clearly showed that the growth forecasts in previous editions had been too high. In the seven editions of his textbook published from 1961 to 1980, Samuelson kept including a chart indicating that Soviet output was growing faster that U.S. output, and predicting a catch-up in about twenty-five years. He repeatedly had to move the predicted catch-up date forward from the previous edition because the gap had never actually begun to close. In several editions he blamed low realized Soviet growth on bad weather. As late as the 1989 edition, he and coauthor William Nordhaus wrote: “The Soviet economy is proof that, contrary to what many skeptics had earlier believed, a socialist command economy can function and even thrive.

DANI RODRIK is right, at least for the next few decades. Every growth miracle in the past century, and there have been many, was investment-driven. In every case it ended in an unsustainable debt burden. Why? Probably because towards the end of the growth period, thanks to distortions in pricing signals and skewed incentives for the policymaking elite, both of which were a necessary part of the original mechanism for rapid investment growth, the investment became excessive and led to debt rising faster than debt-servicing capacity. The seeming success of the growth model made it difficult to eliminate these distortions, especially since the policymaking elite tended to benefit disproportionately from the growth.
In some cases domestic investment was funded externally, but as concern about over-investment grew, sudden stops in external financing led to debt crises and a near-permanent collapse in the investment-driven growth model. The classic case is the Brazilian growth miracle of the 1960s and 1970s.

Infelizmente, a minha experiência em Portugal desde que concluí o doutoramento na LSE há 3 anos deu quase sempre razão a Pedro Arroja (e já dava um pequeno livro de memórias, que um dia destes talvez me resolva a escrever):

"Portugal, certamente nas condições actuais, não é um país bom para trabalhar e para se fazer uma carreira profissional – se é que, em primeiro lugar, se consegue arranjar emprego. Nada é sério, a conflitualidade é enorme, privilegia-se o formalismo sobre a substancialidade, tudo parece ser a brincar, tudo é postiço e imitação – e frequentemente imitação barata. E, no caso da Academia, quem não alinhar com um partido pode estar certo que não faz carreira de todo."

Substituiria apenas “partido” por “facção”. De resto, é um retrato perfeito da mediocridade vigente no país e, particularmente, na Academia. Neste habitat, não surpreende que proliferem os vermes e os lacaios.

Casa Branca alerta que “protecionismo” brasileiro ameaça relação bilateral

Numa clara demonstração de insatisfação, o governo americano alerta o Itamaraty que a elevação de tarifas de importação ameaça a cooperação entre os dois países no campo comercial. Em uma carta enviada ao chanceler Antonio Patriota pela Casa Branca e obtida pelo Estado, o governo americano apela para que o Brasil reduza as medidas consideradas pelos americanos “protecionistas” e abandone a atitude vem adotando de elevar barreiras.

What would it mean to "end the Fed"? Professor Larry White says that in order to know the effects of such a measure, we must first understand the role of "the Fed".
The Federal Reserve is the central bank of the United States and the institution at the center of the nation's monetary and banking systems. It has five main functions, including controlling monetary policy. Could the United States even survive without the Federal Reserve?
In order to answer this question, Professor White examines countries throughout history that did not have an established central bank, including Scotland, Sweden, Switzerland, and Canada. Hong Kong, he points out, still does not have one. So who performs the functions of a central bank in these countries?
Professor White cites private institutions, including clearing house systems, banks, and financial companies, as the main actors in the monetary systems of countries without a central bank. Ultimately, Professor White concludes that the Federal Reserve is not necessary. Evidence shows that nations can survive without a central bank. What the Federal Reserve does well can be done even better by private institutions, and the institution is capable of serious errors.

Marx, Schumpeter e o sistema capitalista

Capitalism: Success, Crisis and Reform (PLSC 270)

Professor Rae relates Marxist theories of monopoly capitalism to Schumpeter's theory of creative destruction. Both Marx and Schumpeter agree that capitalism is a system that is "incapable of standing still," and is always revising (or revolutionizing) itself. Professor Rae critiques Marxist determinism and other features of Marx's theories. To highlight Schumpeterian creative destruction, Professor Rae uses examples from technological revolutions in energy production since water-powered mills. Marx's labor theory of value is discussed. Professor Rae highlights aspects overlooked by Marx, including supply and demand for labor, labor quality, and the role of capital in economic growth. Professor Rae also notes problems with Marx's predictions, including the prediction that the revolution will occur in the most advanced capitalist economies. Professor Rae also discusses Marx's theory of the universal class, the end of exploitation, and the withering away of the state.

Liberdade econômica no Brasil e no mundo

Brasil fica em 105° lugar em ranking de liberdade econômica


O think tank canadense Fraser Institute e a Economic Freedom Network lançaram hoje o relatório Economic Freedom of the World 2012. Para elaborá-lo, os pesquisadores mediram o índice de liberdade econômica em 144 países, utilizando 42 variáveis.
Hong Kong ficou mais uma vez com o primeiro lugar no ranking. Singapura, Nova Zelândia, Suíça, e Austrália e Canadá (empatados), completam as cinco primeiras posições. Os Estados Unidos continuam caindo, e nessa edição ocupam apenas a 18ª colocação.
